  Russell County Community Partnership (RCCP)

The Russell County Community Partnership, RCCP, focuses on developing a healthier and safer Russell County through education and awareness. The Partnership developed in 2001 and continues to meet every third Thursday of the Month at 5:30pm in the Russell Police Department. In 2003, RCCP received a Drug Free Communities Support Grant from the Federal Government to provide community education, parent education, retailer education, after-school programming, youth anger management classes, and alternative activities in Russell County. RCCP is currently in their second year of federal funding and hopes to receive renewal funding for the next three years to continue the previous listed programs. RCCP collaborates with Post Rock Family Services, Inc. and Russell County Big Brothers Big Sisters to continue in providing science-based prevention programming in Russell County. Big Brothers Big Sisters was recently developed to provide both community and school based mentoring services for Russell County youth. Funding for these programs is obtained from the Drug Free Communities Support Grant, County Drug Seizure Dollars, Juvenile Justice Authority, and local fundraising.   Russell County Big Brothers Big Sisters

Kansas Big Brothers Big Sisters helps boys and girls, most of whom are considered at risk and live in single-parent homes, achieve their full potential through long-term personal relationships with carefully screened and caring volunteers.

  Drug Endangered Children Task Force

The Russell County Drug Endangered Children Task Force is a task force of health professionals, law enforcement, juvenile services, and social services that work together to help children living in homes where methamphetamine use and production take place. The Task Force developed a protocol of response in 2003 that lays out the role of each agency in working with children that are found at methamphetamine labs. The protocol assists in the gathering of evidence that children were exposed to the dangers of methamphetamine production and use by their caretakers. The protocol designates responsibility of evidence collection, health assessment, and prosecution. The task force meets on a quarterly and as needed basis.   Youth Access Prevention Partnership

The Youth Access Prevention Partnership is a collaborative effort of the Regional Prevention Center, Russell law enforcement, Barton law enforcement, and 8 long-standing county community coalitions in Barton, Ellis, Graham, Norton, Phillips, Rooks, Russell, and Trego counties. The Partnership will establish a coordinated effort in 8 counties to reduce risk factors and implement effective prevention programs in 8 neighboring rural counties. To achieve the goal of reducing underage drinking, the Partnership will implement the following strategies:

1.) Community-based process to enhance the ability of communities to more effectively implement research-based prevention programs.

2.) Education programs for parents, businesses, and youth including retailer identification trainings and community forums to reduce youth access.

3.) Environmental programs consisting of increased law enforcement training, Cops In Shops, and saturation patrols.

4.) Media campaigns, including a youth developed newspaper entitled "Youth Talk About Underage Drinking and Drug Use", and a community leader-driven broadcast media campaign.
